Why Does a Reverse Cell Phone Number Look Up Cost Money?

It’s pretty common knowledge that anyone can find out information about a listed telephone number from public records. All you have to do online is enter somebody’s phone number into a search tool to find out the owner’s name and address, if that particular phone is listed with the public directories. Why then can’t you do the same thing when trying to do a reverse cell phone number lookup?
